Implementing the changes to Part L in 2010
The government intends to reduce energy use in buildings as part of its strategy on climate change.
It proposes to implement a change to Part L of the Building Regulations in 2010, and amendments to new dwellings in 2013 leading to zero carbon dwellings by 2016. The government also announced in the 2008 budget report an ambition that all non domestic buildings should be zero carbon by 2019.
